The Asecap Steering Committee, that was held on 29 May 2019 in Costa Navarino (Greece), has elected Christophe Boutin, Executive Director of ASFA, as President of Asecap for the period 2019-2020. Bill Halkias, President of Hellastron, has become Immediate Past President of Asecap for the period 2019-2020.
Boutin is graduated as an engineer from Ecole Polytechnique and l’Ecole Nationale des Ponts-et-chaussées. He started his career as a consultant with the Boston Consulting Group. He joined the highway sector in 2004, first at Société des Autoroutes Paris Normandie (SAPN), as director of construction and sustainable development and then in charge of the concession contracts at Sanef.
In 2011, he joined ASFA, the professional highway association in France, as deputy to the managing director. He participates in workgroups of several road associations: URF (Union Routière de France), UNSPIC (Union des Services Publics, Industriels et Commerciaux), E3PO (European PPP Operating Companies in Infrastructure and Services), IDRRIM (Institut des routes, des rue et des infrastructures de Mobilité) and PIARC (the World Road Association). He served as ASECAP First Vice President for the period 2018-2019
The Immediate Past President Bill M. Halkias is the managing director/CEO of Attikes Diadromes, the Operating Agency of Attica Tollway (Attiki Odos), in Athens, Greece since 1998. He has 35 years of professional experience in Greece and USA with specialization in transportation engineering. He is an Engineering graduate of the National Technical University of Athens (NTUA-1981) with a Master’s Degree from the New Jersey Institute of Technology (NJIT, USA-1984).
Halkias is currently the President of the Hellenic Association of Toll Road Network (Hellastron), comprising of about 2.500 km and part of the Trans European Network (TEN), and recently has been elected as President of IRF, the International Road Federation.
